It lies on the road leading to the Tuzcu Plain, 10 km north of the Ercis District in Van. It consists of two inscriptions on a stele. The first inscription reads as follows ; "By the might of God Haldi, Menua, the son of Ishpuini, erected this inscription to the ruling god Haldi (?). By the greatness of God Haldi, Menua, the son of Ishpuini (is) the mighty king, the great king, the king of the land of Bianili, lord of the city of Tushpa. By the might of God Haldi, Menua, the son of Ishpuini opened a canal in this land. He led a canal for the country from the direction of the town of (Ale, from the direction of the Queran Mountains (the springs of the god Quera), reached to the river Dainale . É Menua built both this canal and a city", and the second inscription reads; "By the might of God Haldi, Menua, the son of Ishpuini, erected this inscription to God Elipuri (?). By the greatness of God Haldi, Menua, the son of Ishpuini (is) the mighty king, the great king, the king of of land of Bianili (and) lord of the city of Tushpa".
