It lies 11 km northeast of the Van Fortress, and 6.5 km northeast of Van. It is located within the same valley with the Upper Ömer Lake Dam. Being 2130 m high above the sea level, it covers an area of 300-350 square meters. A thick layer of soil, which was conveyed by the waters discharged to the west from the Upper Ömer Lake Dam, covered the lake area and the wall. The wall was built between two valleys with a lenght of 50 m and width of 3 m. As the lake area is filled with a layer of soil and there is little water in the like, the dam looks like a swamp at present. No other dam like the design of Lower Ömer Lake exists in the expansion area of the Urartu Kingdom. It was built during the reign of King Menua (810-786 BC). It has a great significance as it represents one of the earliest examples of the modern dams which were built one after another on big rivers in the Eastern Anatolia such as Euphrates and Tigris in order to be able to use for longer periods as they became filled with soil.
